QTEL’s professional development helps teachers, instructional coaches and school leadership implement and support pedagogy that helps prepare students to be career and college-ready in the 21st century. QTEL’s pedagogy is characterized by the following principles: high expectations, sustained academic rigor, quality teacher and student interactions, a focus on language and quality curricula. These studies document the effectiveness of QTEL professional development at a sampling of the schools that have implemented QTEL’s vision of quality teaching for English learners.

SUCCESS STORY

Over the past four years, Pauoa Elementary School has made remarkable strides in improving English Learners’ progress toward proficiency. Hawaii’s data performance system—Strive HI—shows a rise in English Learners on track for English proficiency from 44% in 2020–21 to 71.4% in 2023–24. More importantly, students are engaging in deeper learning, supported by teachers who are confident in scaffolding complex content. Learn more.
