Effective Systems Enable Quality Learning

In terms of effective systems, it is critical that:

• Multilingual Learners have full access to courses and learning

• Education systems invest in educator professional learning and collaboration

• Effective implementation realizes the promise of high-quality instructional materials

• Multilingual Learners can learn across a full spectrum of supports

When these conditions are in place, Multilingual Learners can engage in quality learning which is characterized by:

• Having access to high-challenge, high-support learning

• Developing conceptual understanding that connects math ideas and practices

• Participating, by design, in meaningful math activity

• Focusing on language, purposefully, to advance math learning
